Majority of Justices Appear Skeptical About Aggregate Campaign Contribution Limit

…David H. Gans, director of the Human Rights, Civil Rights and Citizenship Program at the progressive Constitutional Accountability Center, said Roberts was clearly focused on the aggregate limits as they pertain to candidates, as opposed to political parties and political action committees.

“He spoke much less about the other parties who are limited by the aggregate limits,” Gans said, suggesting that Roberts might attempt to build support for a ruling that would leave some, but perhaps not all, of the aggregate limits in place.

 

Gans also said it was possible that the Supreme Court’s eventual ruling could spell out constitutional objections to aggregate limits, while inviting Congress to rewrite the law in a way that might meet the justices’ objections…..
